FINAL PUBLIC NOTICE: Conn Beach and Humiston Beach Repairs


The Federal Emergency Management Agency (FEMA) has received the sub-grant application for the City of Vero Beach’s Conn Beach and Humiston Beach repairs due to damages in Hurricane Dorian (DR-4468-FL PW-00201). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice was published October 20, 2019 for Hurricane Dorian. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Floodplain: Project is located in the VE Zone, otherwise known as the Coastal High Hazard Area, per Indian River County FIRM Panels ##12061C0261H and #12061C0263H dated 12/04/2012.
Proposed Work and Purpose: The City of Vero Beach replaced 1,499.77 tons of beach-compatible sand at Conn Beach and 682.66 tons of beach-compatible sand at Humiston Beach for a combined total of 2,182.43 tons. Sand was provided by Stewart Materials (GPS Coordinates: 27.537242, -80.470902). Sand was placed above the mean high-water line (MHWL) and is located outside United States Army Corps of Engineers regulatory jurisdiction. Equipment was staged at (GPS Coordinates: 27.660794, -80.357945).
Project Alternatives: FEMA has considered the no-action alternative and has found that it would not be feasible as the area will remain vulnerable to flood risk, including property damage and hazards to human life and safety. The no-action alternative would potentially have adverse social, economic, and public safety impacts to the community. Alternate locations were not considered as the beaches are functionally dependent upon their location within the floodplain. The beaches also provide open space uses for recreation and habitat for wildlife.

FINAL PUBLIC NOTICE: Bahia Mar Dune Crossover

Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice was published October 06, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose: The applicant will realign and straighten crossover steps and replace decking as need. Work is back to pre-disaster condition.
Project Alternatives: The alternative that has been considered is the no action alternative. With the no action alternative, continued negative impacts on residents, and the community may be experienced, as this provides access to the beach for recreation by the public. Alternate locations were not considered as the facility is functionally dependent upon its location within the floodplain.

Proposed Work and Purpose: The applicant replaced electrical conduit and wiring, lighting, decking and joist, and side hand railing on dock. Hazard Mitigation at this facility will be to replace wooden boards with synthetic decking and galvanized hardware with stainless steel to lessen the maintenance and extend the useful life of facility by limiting rot and corrosion.
Project Alternatives: The alternative that has been considered is the no action alternative. With the no action alternative, continued negative impacts on residents, and the community may be experienced, as facility adds recreational aspects to the public. Alternate locations were not considered as the facility is functionally dependent upon its location within the floodplain. Minimization measures at this location will be implemented by the proposed Hazard mitigation proposal.
